The State Legislature recently amended New Jersey's Municipal Land Use Law ("MLUL"), N.J.S.A. 40:55D-1 et seq. to expressly provide that virtual zoning and planning board meetings (e.g., via Zoom, GoToMeeting, etc.) cannot be challenged merely because the public meetings are entirely "virtual" with no "in-person" participation. NJ Public Law 2021, Chapter 230.  Prior to this amendment to the MLUL, it was unclear whether entirely virtual public meetings could be challenged on the basis that in-person participation was precluded.  A full copy of the MLUL amendment can be found here:  P.L. 2021 c. 230
