On August 3, 2020, Governor Phil Murphy issued Executive Order No. 173 which decreased indoor gathering capacity in response to the increase of COVID-19 cases in New Jersey. Specifically, E.O. 173 limits indoor gatherings to 25 percent of a room's capacity, but regardless of the room's capacity, the maximum limit shall be 25 persons, down from 100 persons. While the numerical limits on indoor gatherings have been further limited, all other requirements for indoor gatherings, including wearing masks and practicing social distancing, remain in effect.

However, this reduction in the indoor gathering capacity will be inapplicable to the following events: weddings, funerals, memorial services, religious services or celebrations, and political activities. These events may continue under the previous rules that limited these events to 25 percent of a room's capacity, with a limit of 100 persons. Additionally, legislative proceedings of state, county, or local government are not subject to the capacity limits on gatherings in this or any other applicable Executive Order.
